The problems of demographic crisis in the region, the main reason which, in authors opinion, is a low budget provision of social services due to the virtual absence of industrial policy in the region and required for its performance attributes. Refined concepts: innovative economy, neoindustrial paradigm of development and industrial policy. The basic directions of regulation and defined contour paradigm of industrial policy in the region.Developed a classification scheme of relations between economic agents in the implementation of industrial and innovation policies. Developed a rating scale relations in industrial policy between the agents of the economy. Evaluated and determined by the macro-landscape relations in the industrial policy of the Perm region with the developed scale of assessments.

The hierarchical approach to a substantiation of the concept of harmonization of interests of economic subjects in system of hierarchical interrelations of economy is used. On the basis of economic-mathematical modeling the hypothesis about solving influence of institutes of local government on harmonization of interests of subjects of economy is put forward. The model of leveling of an institutional inefficiency of system of local government is offered.

This article is devoted to European countries cluster policy analysis. In this analysis the author considers cluster programs, the sources of their financing and key agencies responsible for implementing cluster policy. The results of the analysis are further compared with the cluster policy of the Russian Federation. Having made this comparison the author makes conclusions about advantages and drawbacks of the Russian cluster policy.

The authors review the main questions of estimated default probability of economic sectors. Three different methods of enterprise default probability estimation are proposed, which based on supervisory data. All methods use standard math techniques, like linear regression, theory of matrices and nonlinear programming.

Dynamic models under consideration, formally speaking, are concrete realizations of the so-called abstract functional differential equation (AFDE). On the other hand, they are typical ones met with in mathematical modeling economic dynamic processes and cover many kinds of dynamic models with aftereffect (integro-differential, delayed differential, differential difference, difference) and impulsive perturbations resulting in system's state jumps at prescribed time moments. The equations of the system contain simultaneously terms depending on continuous time and discrete time typical for econometric models, this is why the term "hybrid" seems to be suitable. We are concerned with the representation of general solution to the system, give the setting of the general linear boundary value problem for the hybrid model as a problem of the attainability with respect to given values of main indexes of development. The control problem is set up and considered then. Conditions for the solvability of the problems are obtained. Questions of computer-aided techniques for studying these problems are discussed.

In this study we have given the fundamental characteristic of institutional environment which regulates the presence and development of gender asymmetry in reproductive and social economy sectors of Russia. We have determined that the systems of formal and informal rules controlling the relations between the economic agents appear to be incoherent. We have pointed out the reasons for the permanent reproduction of the institutional conflict as well as designated the consequences of the conflict under the conditions of modern economy.

This paper proposes a new approach to manage the development of an aerospace cluster. This methodology replaces the existing inefficient vertical integrated model of the corporate management with the flat integrated model of the cluster management involving the participation of the regional Governments. The article outlines the state of public health service in contemporary Russia, its main drawbacks which are caused by the approaches in financing the sphere. A model of reforming of health service is suggested. It is based on the separation of polyclinic departments into interregional diagnostic centers and specialized ambulatory centers of regional and district scale. This will allow a reasonable maintaining of financial flows and improving the quality of regional health service.

By specialists’ estimation, there are more than one hundred forecasting methods, so the problem is to choose the method making the most adequate forecast. Authors of this article systematize real estate market forecasting methods on the base of generally accepted stock market forecasting approaches: fundamental and technical analysis. At the same time the article considers peculiarities of adaptation of existing forecasting methods to real estate market connected with its local evolution. For regional real estate market forecasting authors offer use the combination of fundamental and technical analysis taking into account psychological factors.

The article represents the results of research into the identification of nuclei of regional economic clusters in Perm Krai on the basis of shift-share analysis. These results include the peculiarities of indices of employment and sales volume of goods, work and services performed from the point of view of cyclic economic dynamics in Russia and in Perm Region. The branches of economy have been classified according to the correlation of IM and RS indices for identification of nuclei of potential clusters.

In this article we proposed an algorithm of identification and evaluation of regional clusters, synthesizing the most important clusters characteristics and features that are amenable to quantitative analysis. This algorithm allows justifying vector of regional clusters policy. Based on the application of the developed algorithm we obtained quantitative evaluations of localization effects, industrial concentration, factor parameters that characterize cluster structure of the Perm Region economy; a map of components of the region potential clusters is built.
